(1) Position Created. There is created and established the position of director of public works.

(2) Duties and Authority. The director of public works is responsible for the following:

(a) Management of the public works department.

(b) Supervision of the operation of the city street, park, sewer, water and stormwater divisions;

(c) Supervision and administration of the layout, construction and maintenance of all public buildings, improvements, streets, alleyways and sidewalks;

(d) Supervision of the safety program of the city;

(e) Supervision of the acquisition, maintenance, operation and disposition of city maintenance equipment;

(f) Approval of construction change orders as provided in chapter nine of the Stanwood financial management policy, prior to city council’s approval;

(g) Planning and implementation of a comprehensive capital improvement program for the city;

(h) Perpetuating public works improvements and projects by initiating and/or assisting in the acquisition of grants;

(i) Supervision and review of design and development plans, estimates, and contract documents for public works projects;

(j) Preparation and administration of departmental budget;

(k) Administration of public works construction contracts;

(l) Assisting in the development of new or revisions to existing ordinances and resolutions that affect the public works department;

(m) Serving as the technical advisor to the mayor and city council and other departments on engineering proposals and other public works activities;

(n) Direction of research and compilation of required reports; and

(o) Provision of such other services as may be directed by the mayor. (Ord. 1513 § 1 (Exh. A), 2023).
