(1) Position Created. There is created and established the office of director of community development.

(2) Official Designations. The director of community development is designated as:

(a) The city’s shoreline administrator under the state Shoreline Management Act;

(b) The city’s SEPA responsible official under the State Environmental Policy Act;

(c) The city’s floodplain manager.

(3) Duties and Authority. The director of community development is responsible for the following:

(a) Management of the community development department;

(b) Administration of the Comprehensive Plan of the city, and implementation of activities related to the Growth Management Act;

(c) Provision of long-range planning for the city related to land use and development, housing, economic development, construction, and annexation;

(d) Coordination, development, and implementation of city policy related to land use planning and development, housing, economic development, and construction;

(e) Provision of staff support for the planning commission;

(f) Administration and operation of the city’s design and development review processes including plan review, permit coordination and issuance, and inspection and enforcement related to codes administered by the department;

(g) Administration and revision of the city’s development regulations, including the zoning code, the Uniform and International Building Codes, Maintenance Codes, Fire Codes, and Plumbing and Electrical Codes, Construction Codes and Subdivision Codes;

(h) Environmental protection, coordination, and administration of the city’s environmental procedures code including compliance with Chapter 43.21C RCW, the State Environmental Policy Act (SEPA);

(i) Provision of permit and zoning information services;

(j) Provision of services of office of building official and code enforcement officer;

(k) Administration of the city’s shoreline master program under the Shoreline Management Act;

(l) Representation of the city in regional planning issues;

(m) Provision of such other services as may be directed by the mayor. (Ord. 1513 § 1 (Exh. A), 2023).
