(1) Position Created. There is created and established the position of director of finance, which is also designated as city treasurer to perform in that capacity whenever the laws of the state or city make reference to such position.

(2) Duties and Authority.

(a) The director of finance is responsible for management of the finance department and city clerk.

(b) The director of finance may appoint a subordinate employee from the department to assist in the performance of the duties of city treasurer.

(c) The director of finance is appointed as the auditing officer to authenticate and certify that all claims against the city for materials furnished and services rendered are just, due, and unpaid obligations against the city, upon such forms and in the manner prescribed by the Division of Municipal Corporations of the Washington State Auditor’s Office.

(d) The director of finance is further authorized to issue payroll checks pursuant to the city budget.

(e) The director of finance is authorized to make investment of inactive funds of the city or other city funds, as authorized by RCW 39.59.040m in excess of current needs.

(f) The director of finance must make a quarterly report of all investment transactions to the city council. (Ord. 1513 § 1 (Exh. A), 2023).
