(1) An application for city contribution towards a special event must:

(a) Be made on forms available from the community development department;

(b) Be completed and submitted to the community development director (“director”) or designee no later than 60 days prior to the proposed event.

(2) The application must include the information required in SMC 5.06.050 and must include cost estimates for any needed city services.

(3) A waiver of application deadline for requests for city contribution may be granted by the director on the same basis as in SMC 5.06.050(2).

(4) An application for city contribution may be approved by the director. To approve an application for city contribution, the director must make all of the following findings:

(a) The event contributes to the marketing of the city;

(b) The event will attract the general public into the downtown or uptown commercial areas and will be conducted in a way that creates potential for additional retail or service business transactions that contribute to the city’s tax base;

(c) The event provides recreation benefit to the general public;

(d) The event promotes the general public welfare;

(e) The event is included in the city’s adopted budget, although a contribution in excess of the budgeted amount also requires city council approval.

(5) As part of the city contribution, the city may allow or require, in its sole discretion, the city of Stanwood logo or text indicating the city role on signage, posters, and other advertising materials for the event. (Ord. 1521 § 2 (Exh. A), 2023).
