The primary city emergency services officials are as follows:

(1) Director of Emergency Services.

(a) The mayor or designee serves as the director of emergency services.

(b) The director is directly responsible for the organization, administration, and operation of the emergency management organization.

(c) The director has the authority to approve the emergency operations plan and any amendments to it.

(2) Emergency Operations Manager.

(a) The city administrator or designee serves as the emergency operations manager and may be an outside contracted position. At the direction of the director of emergency services, this role could be filled by the police chief or could be an outside contracted position.

(b) In a declared emergency, the emergency operations manager has the authority to direct all human or material resources within the city to combat the effects of a threatened or any actual emergency as well as the authority to request assistance from other governmental entities.

(3) Emergency Operations Center (EOC) Manager.

(a) The fire chief or designee serves as the EOC manager. At the direction of the director of emergency services, this role could also be filled by the police chief or an outside contracted position.

(b) In a declared emergency, the EOC manager manages the emergency operations center (EOC), regardless of the EOC activation level.

(c) The EOC manager will work closely with the emergency operations manager and the planning section chief to effectively run the EOC and assist with resource requirements.

(4) Emergency Management Coordinator.

(a) The emergency management coordinator must be appointed by the emergency operations manager in consultation with the director of emergency services, and may be an outside contracted position.

(b) The emergency management coordinator must coordinate development, implementation, and maintenance of the comprehensive emergency management plan.

(c) As part of this planning process, the emergency management coordinator must:

(i) Coordinate with outside agencies and organizations involved in emergency planning;

(ii) Provide for public education and information;

(iii) Perform duties as assigned in the EOC, when activated; and

(iv) Perform such other functions as the emergency operations manager may designate. (Ord. 1514 § 1 (Exh. A), 2023).
