It is a misdemeanor (upon conviction thereof, shall be punished by a fine of up to 90 days in jail and/or $1,000 or both plus costs) for any person to prevent or hinder or to attempt to prevent or hinder the impounding of any animal found to violate the provisions of this chapter, or by force or otherwise remove or attempt to remove any animal from the public pound without the authority of the animal control officer, or other person in charge of the pound, or to aid in any attempt to remove any animal or animals from the pound.
