The licensing provisions of this section shall not apply to dogs in the custody of a veterinarian, or animal shelter or animal rescuer, or whose owners are nonresidents temporarily within the city for a period not exceeding 30 days. Also, when a blind person, physically disabled person or hearing impaired person requests that no fee be charged to license his/her guide dog, or service dog, no fee shall be charged.
