The rates to be charged by any licensee under this chapter shall be governed by those tariffs approved by the Utilities and Transportation Commission of the state of Washington in and around the city; provided, that the licensee shall pick up and dispose of all garbage, refuse, rubbish and ashes emanating from the Stanwood City Hall, fire hall, library, city parks and other city premises at the rate set by the licensing resolution.
