(1) Any person may file a complaint with the city clerk against a specific person covered by this chapter.

(2) The complaint must:

(a) Allege a violation of SMC 4.14.050 that occurred within the past two years and after the adoption of this chapter;

(b) Set forth specific facts with enough precision and detail for the board of ethics to make a determination of sufficiency; and

(c) Be signed under penalty of perjury by the person submitting it in a manner consistent with Chapter 9A.72 RCW.

(3) The city clerk must transmit complaints that meet requirements of subsection (2) of this section to the board of ethics. Complaints that do not meet the requirements of subsection (2) of this section shall be returned to the complainant. (Ord. 1514 § 1 (Exh. A), 2023).
