For the purposes of this chapter:

“Civil emergency” means any natural or human-caused disaster, including fire, flood, storm, explosion, chemical or biological hazard, earthquake, volcanic disturbance or other human or natural cause.

“Disaster” means the actual or threatened existence of conditions that place life, property or the environment in danger and potentially impact the provision of essential city services requiring an immediate response to protect life or property. (Ord. 1514 § 1 (Exh. A), 2023).
