(1) A permit shall be granted if the city finds, based on substantial evidence in the record, that the development is consistent with the goals, policies, requirements and performance standards of the Stanwood Municipal Code, the street and utility standards, and other applicable laws and regulations. Consistency shall be established by determining if the following four factors have been met:

(a) The type of land use permitted at the site, including uses that may be allowed under certain circumstances, such as planned unit developments and conditional and special uses, if the criteria for their approval have been satisfied.

(b) The level of development, such as units per acre or other measures of density, meets the zone for which it is located, including any density bonus provisions.

(c) Availability and adequacy of infrastructure, public facilities and services needed to serve the development as identified in the Comprehensive Plan, including but not limited to: transportation, utilities, parks, and capital facilities.

(d) The character of the development, including all development and design standards.

(2) The development project as proposed incorporates, to the maximum extent feasible, mitigation measures to substantially lessen or eliminate all adverse environmental impacts of the development.

(3) The development is connected to the city water, sewer, and stormwater systems. (Ord. 1499 § 6 (Exh. F), 2021).
