The purpose of the transit overlay is to provide coordinated land use, parking and transportation services that support the development of a pedestrian-oriented downtown center and a multi-modal hub that incorporates bus, train and paratransit service, as well as parking, bicycle and pedestrian facilities. Development within the transit overlay is intended to be coordinated with a new train station in the east end of downtown as a regional commuter rail system is developed along the existing rail right-of-way.
