The purpose of the adult entertainment overlay is to identify geographical areas of the city where “sexually oriented businesses” as defined and regulated in Chapter 5.32 SMC are appropriate. These regulations promote health, safety, morals and general welfare of the citizens of the city of Stanwood and establish reasonable and uniform regulations to prevent the deleterious location of sexually oriented businesses within the city.
