(1) The city’s LI and GI zoning districts in many cases are located directly adjacent to businesses and residences that could be negatively impacted by the unintended effects of industrial uses such as odors, noise, vibrations or other impacts that could cause interference with the general welfare of city residents.

(2) The city’s comprehensive plan encourages industrial uses that do not adversely affect the health and safety of adjacent nonindustrial and residential uses. Therefore, these additional development standards are required of all development in the LI and GI zoning districts to mitigate potential adverse impacts on abutting commercial and residential properties.
