No building or other structure greater than 120 square feet for commercial/industrial use and 200 square feet for residential use shall be erected, moved, added to or structurally altered without a valid permit issued by the building official. No building permit shall be issued except in conformity with the provisions of this code, unless a written order in the form of a variance as provided by this code has been issued.
