The Comprehensive Plan and its elements shall be adopted and amended by ordinance of the city council after a public hearing by the planning commission. The city shall carry out its programs, perform its activities, and make capital budget decisions in conformance with the Comprehensive Plan, including matters affecting land use and development regulations. The procedures identified in this chapter shall be followed to amend the city’s Comprehensive Plan and the Comprehensive Plan’s future land use map.
