Should the applicable reviewer find that any application does not substantially comply with criteria imposed by the Master Program and the Shoreline Management Act of 1971, he/she may deny such application or attach any terms or conditions which he/she deems suitable and reasonable to effect the purpose and objective of this Master Program.
