(1) Clearing and grading activities in shoreline areas shall be allowed only in association with a permitted shoreline development and be limited to the minimum necessary to accommodate shoreline development.

(2) Clearing and grading activities shall conform to the standards of Chapter 17.140 SMC, Stormwater Management Performance Standards, and Chapters 17.114 through 17.130 SMC, critical areas, and applicable criteria of this chapter to minimize impacts to wildlife habitat, sedimentation of creeks, streams, ponds, lakes, wetlands and other water bodies and degradation of water quality.
