All landscaping shall be installed in a sound, professional manner with the quality of plant materials as hereinafter described. All elements of landscaping shall be installed so as to meet all other applicable code requirements. Landscaped areas shall require protection from vehicular encroachment as hereinafter provided in SMC 17.145.110 and 17.145.130. The planning director shall approve all landscaping, and no certificates of occupancy shall be issued until the landscaping meets the requirements provided herein. In such cases where all other conditions have been met as a condition for receiving a certificate of occupancy, but, because of either weather conditions or the time of year being inappropriate for planting, the developer may post a bond, the terms of which shall be approved by the planning director, to ensure that landscaping will be installed as shown on the approved plans.
