Wetlands are those areas, designated in accordance with the standards listed in WAC 173-22-035, that are inundated or saturated by surface or groundwater at a frequency and duration sufficient to support, and that under normal circumstances do support, a prevalence of vegetation adapted for life in saturated soil conditions. All areas within the city of Stanwood that meet the wetland designation criteria, regardless of any formal identification, are hereby designated critical areas and are subject to the provisions of this chapter.
