The purpose of these standards is to provide appropriate criteria for the evaluation of external design features of new development and renovations to existing buildings. The criteria are not intended to restrict imagination, innovation, or variety, but rather to assist in focusing on design principles that can result in creative solutions which will develop a positive visual appearance for the city; preserve and enhance property values; and promote the public health, safety, and welfare.
