(1) Any person owning property outside the city limits requesting water or sewer service shall complete a utility service application. Applications for sewer service outside the urban growth area shall demonstrate that the required public health, safety and environment exception applies to their property. Every such application shall be made by the owner of the property to be connected and supplied the service or by his/her authorized agent. The applicant must state fully the purposes for which the water and/or sewer service is required.

(2) Applicants must agree to conform to the city’s codes, rules and regulations concerning water and sewer service set forth in this title, as the same now exists or may be amended in the future.

(3) If the city receives a water service application and subsequently issues a water availability certificate, such certificate shall expire at the time that any associated permit expires (i.e., land use, site development or building permit) or one year after the date of issuance, whichever is later.

(4) Sewer availability determinations shall expire at the time that any associated permit expires (i.e., land use, site development or building permit) or one year after the date of issuance, whichever is later. (Ord. 1411 § 1 (Exh. 1), 2016; Ord. 1275 § 1, 2010; Ord. 1122 § 1, 2002).
