The city of Stanwood desires to allow its residents to have the power to initiate legislation or refer a law passed by the city council to the ballot so that voters may decide whether to uphold or repeal the law. The power of initiative is used to propose new legislation and the power of referendum is used to review previously adopted legislation. (Ord. 1512 § 1 (Exh. A), 2023).
